The base application has no fee, but Public Law 119-21 (HR-1) added a $100 fee at filing and an Annual Asylum Fee while the case stays pending; neither can be waived. The Annual Fee is subject to litigation: confirm on uscis.gov.
The Public Law 119-21 fees cannot be waived and Form I-912 does not apply to them. Under a court order (Ms. L. v. ICE), as of February 5, 2026 they do not apply to members of that class or to their qualifying relatives filing as the principal applicant.
The additional fees are paid separately. By mail you pay by card (Form G-1450) or by debit from a U.S. bank account (Form G-1650); USCIS no longer accepts checks, money orders or cashier's checks on paper, unless you request the exception with Form G-1651. The Annual Asylum Fee is paid online as the USCIS notice directs.
